OK - so it was basically a series of pretty static images, with some slight movement. Not much of an 'animation'. . .
If things were moving and there was some real action I would have rated it higher.

But why can't you draw STICKS. . . .??? Like everybody else does?? Not enough people do stick figures. .. they always seem to go for the realistic stuff like this. Don't they realize how much raw talent t takes to draw those stick figures?
but it takes MORE talent to make a well-animated cartoon with realistic characters. Sticks take less time and effort. Plus, I'm not so big on sticks anyways.

OK . . . . So - it was a bunch of static drawings. . . you could have done the same with a Powerpoint Presentation.

Unfortunately, you have failed in your attempt to make it look 1940's-ish, and have made it look kinda shitty-ish instead. There have been much better examples of making a clip look like an old movie. . . Find them if you can and learn from them if you want to use this effect well.
As for the rest of the animation. . . pretty Ho-Hum. . . You have a very long way to go before you will produce anything worthwhile, if this is a typical example of your work.
